Vice Mayor Sam Storey was first elected to the Capitola City Council in 2006 and served two terms, which ended in 2014. While sitting out the required break before running again, Storey was convinced to run as a write-in candidate at the urging of a group of local citizens. Storey has long promoted Capitola's “small-town, quaint community and atmosphere, and trying to protect that, particularly in the neighborhoods. That was overwhelmingly the top expression of what the residents here felt about Capitola and wanted to preserve,” Storey told the Santa Cruz Sentinel. “I’m running on that campaign.” Storey continues to run his solo law practice, the Law Offices of Sam Storey,  in Capitola.


In 2022, Storey chose not to run for reelection. He was on the Capitola City Council for three terms, and also served three times as mayor.
