There are bike lanes in the parking lot of Gateway Plaza, the shopping center at the corner of River and Potrero with OfficeMax and CostPlusWorld Market. They go most of the way around the parking lot and connect to the Riverwalk and they could qualify as either LTS 2 or 3. There are no bike lanes on the west side of the parking lot or the driveway into the parking lot.
That's what I do when I commute, and I think that's what is intended as well. There are sharrows on the section of Potrero that is cut off in the current route on the map, so I think whoever planned the area wanted people to get off of the Riverwalk, go through the Gateway Plaza parking lot bike lanes, cross River Street at the light, and go up Potrero to the end.
I have never tried to use Josephine, but I would definitely be wary of crossing River Street without the light.

Okay, the map currently shows coming down from Mission Plaza to Portrero and jogging around and crossing River Street and on to Josephine.
Would you suggest Portrero all the way down to River Street where there's a light for crossing, then into the parking lot where there are 3 paths connecting the east side of the Gateway Center parking lot with the River ped/bike path.
Crossing with the light at Portrero/River might be a better option depending on time of day and cross traffic on River Street.
