Anna Caballero was elected to the California State Senate in 2018 after serving a total of three terms in two State Assembly districts. In the 2022 election, due to redistricting, she switched from District 12 to District 14. She is currently serving a two-year term through Dec. 2024 in District 14, which includes majority parts of Fresno, Madera and Merced counties.


A moderate Democrat, Caballero won a previously red senate district, according to KQED, beating Republican challenger Rob Poythress by eight points. But she’s also drawn criticism from progressives, with the People’s Report Card of California giving her an F and noting her votes against bills related to rate review for large health insurance companies and expediting police misconduct record obtainment during trials.


Background


Caballero holds a juris doctorate from UCLA and was an active member of the California State Bar from late 1980 through the end of 2002. In her time as an attorney, Caballero was a partner in Caballero, Govea, Matcham & McCarthy and specialized in criminal defense, according to a 1988 Salinas newspaper.


She entered politics by serving on the city of Salinas’s Planning Commission in the 1980s and was elected to that city council in 1991, with one letter writer in a June 1 newspaper of that year saying she would be “a reasonable voice on the council, owing allegiance to none, articulate and reaching for sound, well thought-out decisions.”

SB 6: Caballero, together with senators Susan Talamantes Eggman and Susan Rubio introduced the Neighborhood Homes Act in December 2020, which would allow housing developments on land zoned for office and commercial use, deed-restricted for affordability. As of this writing, the bill has passed multiple committees and is slated for an April 29 hearing in the Senate’s Housing Committee.


SB 28: This bill, co-authored with Sen. Scott Wilk and known as the Rural Broadband and Digital Infrastructure Video Competition Reform Act of 2021, would require the state to offer a list of assets that could help strengthen high-speed internet access.

Caballero’s district spans much of the southern Central Valley, including all or parts of six counties: Fresno, Madera, Merced, Monterey, San Benito, and Stanislaus; and all or parts of several cities including Salinas, Hollister, King City, Coalinga, Chowchilla, and Merced.
