With Nottoli retiring, though, a new political era could beckon for the district, with Pat Hume set to take office in January 2023.
Hume narrowly prevailed in the November 2022 general election over challenger and Cosumnes Services District board member Jaclyn Moreno, 50.18 percent to 49.82 percent, winning by 341 votes according to official results from the county. The two were the top vote-getters in the June 2022 primary election, which had the following results: Hume, 42.4 percent; Moreno, 32.7 percent; past Elk Grove Mayor Steve Ly, 18.2 percent; and past Elk Grove Unified School District board member Alex Joe, 6.6 percent.
“Don leaves big shoes to fill,” Hume told the Sacramento Bee in March 2022. “Don Nottoli, Toby Johnson—they rolled up their sleeves and did the work to represent the interests of the south county.”
Nottoli, for his part, endorsed Hume in the months before he was set to leave office.
Background
Hume is no stranger to regional politics, having served 16 years on Elk Grove City Council and having also held seats on the Sacramento Regional Transit Board of Trustees and the San Joaquin Regional Rail Commission.
“Hume has a reputation as a consensus-builder, a regionalist steeped in local policy matters and a tough cross-examiner on the city council,” the Bee noted in March 2022.
In the months before the June 2022 primary election, Hume stirred some controversy by attempting to list himself in part as a teacher for his ballot designation. Hume, who also has worked for a home-building company, according to the Bee, earned his substitute teaching permit in February 2022. In early April, Hume removed the designation from the ballot.
Married and a native of Elk Grove, Hume has a bachelor’s degree in multi/interdisciplinary studies from San Diego State University and a master’s in organizational leadership from Claremont University.
Key issues
Aside from Nottoli, Hume was endorsed during his campaign by the Sacramento Metropolitan Chamber of Commerce’s political action committee, Sacramento Regional Builders Exchange, and longtime developer Angelo Tsakopoulos. Some of Hume’s views skew to the right on certain issues, with a Sacramento Bee opinion writer noting, “If you’re worried about climate change, air pollution and gridlock on our roads, then Hume should be viewed as anything but sensible.”

Hume has the largest geographic district on the board, covering above Highway 50 in the north and below Isleton in the Sacramento River delta to the south.
