He represents District 3, which encompasses a portion of north Auburn, Ophir, Newcastle, Penryn, Loomis and most of Rocklin. An Auburn native, Holmes has served his community on various boards and associations, including the Auburn Union Elementary School District Board, the Placer Consolidated Fire Protection District Board, and a founding member of both the North Auburn Municipal Advisory Council and the Highway 49 Business Association.

Jim Holmes, who was elected to Placer County's Board of Supervisors in 2004, is serving his fifth term as District 3 supervisor. But because of 2020 redistricting, he is running for reelection in District 5.
