In 2022, Grover Beach changed from an at-large election system to a district-based system in which council representatives run to represent the district in which they live, and they are selected only by voters who live there as well. The mayor serves just two years and is directly elected by all voters. Councilmembers serve four-year terms, with terms expiring at staggered intervals. Municipal elections are held on the first Tuesday in November of even-numbered years. At the first meeting in December, the mayor selects a councilmember to serve for one year in the position of mayor pro tem.
Council meetings are open to the public, with the exception of closed sessions. The mayor chairs meetings, and the councilmembers and the mayor have equally weighted votes. The twice-monthly meetings are open to the public. Agenda packets are available by 5 p.m. on the Thursday preceding the Tuesday meeting. Council meetings can be viewed on the city website. Residents can sign up for automatic email notifications using the city’s Notify Me feature.
