Residents elect the City Council, which consists of a mayor and four councilmembers. The council establishes city policies, adopts ordinances, approves resolutions, makes land-use decisions, approves agreements, and sets the budget and utility rates. The mayor and councilmembers receive a monthly stipend. The city has transitioned from an at-large system of electing the council to a by-district election model. Representatives are elected in four voting districts, and the mayor is elected at large.

Council meetings are open to the public and copies of agendas and supporting materials are available on the city website by the Friday before each Tuesday council meeting. Minutes are available following approval. Past minutes and audio are archived online. Residents can sign up to receive agenda notifications.

Meetings: The council meets at 6:30 p.m. on the first and third Tuesday of every month in the Council Chambers, 1000 Spring St, Paso Robles, CA 93446.
