Stockton Mayor and Republican Kevin Lincoln has conceded defeat in his congressional race against incumbent U.S. Rep. and Democrat Josh Harder.Harder was first elected to Congress in 2018 and on Monday had declared victory in last week’s election for California’s District 9 seat, which represents parts of San Joaquin, Contra Costa and Stanislaus counties.
