The city manager is responsible for the overall administration of the city. Appointed by the City Council, the city manager reports directly to the council and coordinates the work of all city departments. The manager prepares and administers the annual budget, appoints all department heads (except the city clerk and the city attorney) and serves as the final authority on personnel matters.

The Community Relations Office and the Commission for the Prevention of Violence Against Women are part of the city manager's office. It also handles other special projects.
