The Coalition of Tracy Citizens to Assist the Homeless was created to help men who are experiencing homelessness and financial difficulties in Tracy. The group provides safe homes where emotional stability, physical stability, and spiritual stability are offered.

The coalition began in July of 2012 as the Emerson House to help homeless men transition back into day-to-day society. Eventually, in November of 2015, the Rochester House opened up as a living facility for formerly homeless men who are disabled. The Emerson House is the first step, but the Rochester House offers continuity for men who live with disabilities.

The men who go into the Emerson House are required to participate in the coalition's program, where they learn to utilize their resources and live independently. The two homes together are able to provide 30 beds for men in the community who are experiencing homelessness. Residents of these homes must stay clean from drugs and alcohol and are tested regularly. They are dismissed if found under the influence.

The coalition’s goal is to put these men back into society with fully functioning roles and contributing as citizens of Tracy.
