The Tri-Valley–San Joaquin Valley Regional Rail Authority is a 42-mile passenger rail service connecting the Bay Area with Northern San Joaquin Valley through the Altamont Pass on a fast, zero-emission path. It is projected to carry 30,000 riders by the year 2040. Its initial 22-mile operating phase from Dublin/Pleasanton to Mountain House community station will start as early as 2025. The Board of Directors come from the cities of Dublin, Lathrop, Livermore, Manteca, Pleasanton, Stockton, Tracy, Danville, San Ramon, and the Mountain House Community Services District; the counties of Alameda and San Joaquin; and the Livermore Amador Valley Transit Authority, San Francisco Bay Area Rapid Transit District and the San Joaquin Regional Rail Commission. The goal is to connect people housing, people and jobs, reduce greenhouse emissions, serve low-income communities and create new jobs and economic recovery.

In a presentation held on September 25, Melissa Hernandez, BART Director and Chair of the Valley Link Board of Directors gave a presentation about the commuter rail project projected to begin service in 2027 and linking northern San Joaquin Valley with the Bay Area.
