Created in 1995, the San Joaquin Area Flood Control Agency addresses flood protection and levee requirements for the cities of Manteca, Lathrop, and Stockton and San Joaquin County. The San Joaquin County Flood Control and Water Conservation Agency Zone 9 (Zone 9), a division of San Joaquin County, maintains urban levees that protect approximately 90,000 Stockton properties.

In the June 18 meeting of the San Joaquin Area Flood Control Agency, an unofficial count of mail-in ballots from stakeholder property owners indicate passage of an increase in property tax to fund levee repairs and upgrades. The count will be verified and certified in July.
