San Jose operates under the council-manager form of government, a system that blends the policy leadership of an elected city council with the managerial expertise of an appointed city manager. The city manager oversees daily city operations, and implements the policy direction approved by the mayor and council. The city manager’s mission—indeed, the mission of the entire city government—is to “provide quality public services, facilities and opportunities that create, sustain, and enhance a safe, livable, and vibrant community for its diverse residents, businesses, and visitors.”
