It is governed by a Library Board; its members serve terms of three years and are appointed by the mayor with consent of the Woodland City Council. A library card allows patrons to check out material from the library and use the internet stations. Patrons may also borrow material from Sacramento, Folsom, Sutter, and Colusa public libraries.
