Elected in November 2006 to the PCWA Board of Directors, Gray Allen represents District 1, which includes most of the City of Roseville, plus portions of unincorporated west Placer County. He resides in Roseville. He is a longtime public relations consultant with clients in agriculture, high tech, transportation, banking and building products. He also held management positions in international and corporate public relations, and is a former member of the Roseville Planning Commission. Allen is president of Roseville Crime Stoppers and a board member of the Roseville Police Activities League and Roseville Library Foundation. He also serves on the Citizens Advisory Board of the California Highway Patrol.

With the 2025 irrigation season now underway, the Placer County Water Agency (PCWA) is implementing seasonal conservation measures in response to ongoing limited water deliveries from Pacific Gas and Electric Company (PG&E).
On the week of March 31, Placer County Water Agency debuted its first all-digital annual report online. This new microsite is housed on the agency’s PCWA.net website and offers a transparent look at the agency’s operations, finances, and community impact. The website is visited by thousands of customers each month, so this change will improve accessibility and public awareness.

The Placer County Water Agency Board of Directors received an update during its March 20 meeting on the ongoing efforts to address water supply challenges caused by damage to PG&E's Lake Spaulding Powerhouses and its impact on water deliveries.
Placer County Water Agency (PCWA) announced that Pacific Gas and Electric Company (PG&E) has halted water releases from Lake Spaulding to facilitate ongoing infrastructure repairs. As a result, water reductions for PCWA customers in 2025 are expected to match those implemented last year.
