Councilmember Charlie Halford is a lifelong Manteca resident, having moved to the city at age 14. He served as vice mayor in 2022, and will finish his term as an at-large councilmember in 2024, when the city will elect representatives for the new District 1 and District 2 seats. Halford has one son and enjoys wine tasting. He previously worked for both the fire and police departments in Manteca.
