Since 1968, the San Joaquin Council of Governments has brought together officials from San Joaquin County and the cities of Escalon, Lathrop, Lodi, Manteca, Ripon, Stockton and Tracy to establish regional transportation policies and programs. The council allocates funds to build transportation improvements. It is responsible for managing the Measure K transportation sales tax program, and by the year 2041 it’s estimated the measure will deliver an additional $2.552 billion toward transportation improvements in the region.

SJCOG also oversees housing policies, habitat conservation, the collection of county demographic and economic data, and other regional and inter-regional initiatives.

This joint powers administration is governed by a Board of Directors with 12 voting members and nonvoting advisory representatives from Caltrans District 10, San Joaquin Regional Transit District, and the Port of Stockton. There is also an advisory body, the Citizens Advisory Committee, which convenes monthly. Meetings of the board and the committee are both open to the public; agendas can be found online in the Agenda Center.
