The five members of the Winters City Council serve staggered four-year terms. The council has the power to make and enforce all laws and regulations relating to municipal affairs. Final decisions on city fees, budgets, city policies—including the General Plan and land use issues—and other matters are made by the council. Taxes must be approved by the voters of Winters. Each member of the council receives a monthly salary of $300.

Meetings: Meets on the first and third Tuesdays of each month at 6:30 p.m. in the City Council Chambers.
