Councilmember Jesse Loren was first elected to office in June of 2016 and then reelected in 2020. The daughter of Mexican-American and Irish-American parents who were actively involved in the Spanish-speaking community, Loren grew up in Southern California. After acquiring her teaching degree, she was a teacher for more than 20 years. She is passionate about art, music, and education. 


Her priorities as a councilmember include inclusivity and equity, promoting youth and senior recreational activities and services, fostering sustainability and community resilience, increasing affordable housing, and protecting agricultural land. 


She and her husband raised three children in Winters, and they now have two grandchildren who live in town. 


First elected: June 2016 


Alma maters: University of California, Irvine (bachelor’s degree in English literature); University of New Orleans (master’s degree in fine arts); Chapman University (California teaching credential).
