The city manager is appointed by the Stockton City Council to direct the administration of the city under the policy direction of the council. The city manager implements those policies, provides information to assist the council in setting policy, and supervises the operation of city departments.

Additional functions within the city manager’s department include the Office of Performance & Data Analytics, the Office of Violence Prevention, and Government Access Cable Television on Channel 97.
