Lathrop is situated in the northern portion of San Joaquin Valley at the junction of Interstates 5 and 205, near Tracy and Manteca. It became incorporated in 1989, and despite being recognized as one of the quickest-growing communities in Northern California, residents still value its small-town feel. But growth is coming, part of a trend as Bay Area residents head east for more affordable housing.

The Lathrop City Council consists of four councilmembers and the mayor. Meetings are open to the public and may also be viewed remotely through a livestream link on Comcast Channel 97.

The Planning Commission meets the third Wednesday of each month at 6 p.m. in the Lathrop City Hall Council Chamber. Agendas are available the Friday before, and meetings are broadcast live on Comcast cable channel 97.
