Tracy operates under a council-manager form of government. The city manager is appointed by the Tracy City Council and serves as the chief administrative officer, charged with implementing the strategic vision and priorities established by majority vote of the City Council, as well as ensuring that the city follows the requirements of state law. The city manager directs the day-to-day operations of the city, administers the annual budget, makes reports and recommendations to the council, and administers a comprehensive personnel system.
