The Santa Clara County Library District is govered by a Joint Powers Authority that provides policy direction and governance for the Library District. The JPA membership consists of a city council representative from each of the district’s jurisdictions—the cities of Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Milpitas, Monte Sereno, Morgan Hill, Saratoga—and two members from the Santa Clara County Board of Supervisors.
