The role of the city manager is to improve and sustain the quality of life in Folsom. The city manager is responsible for implementing new policies and city programs, and approving components of annual and quarterly budgets.

Folsom’s city manager is Elaine Andersen, who has served Folsom for more than 13 years. She has previously worked as assistant and deputy city manager. Prior to serving Folsom, she worked for the City of Sacramento. She holds a degree in political science from UC Berkeley.
