All department heads except the city attorney report to the city manager, who is appointed by the City Council.

The city manager ensures that the laws and ordinances of the town are enforced. Other responsibilities include:

• Representing the town with other governmental agencies;
• Recommending adoption of ordinances and resolutions to execute council policies;
* Advising the council on the town’s fiscal condition;
• Preparing an annual budget and Capital Improvement Plan;
• Exercising supervision over all public properties under the town’s control;
• Appointing or removing town employees.
