When he was first elected to the Milpitas City Council in 2016, Anthony Phan was just 22 years old. Now he’s on board for a second term in which he’ll benefit from the experience he gained in his first four years. According to Milpitas Beat, Phan once labeled himself as a “far-left progressive” but has moved toward the center on issues like business and fiscal responsibility.
