The city manager is appointed by the City Council. Duties include attending all council meetings, advising the council on the city’s financial condition, giving direction to all heads of departments, ensuring all city ordinances are enforced and all franchises, contracts, permits and privileges granted by the council are observed, and investigating all complaints concerning the administration of the city government.
