San Juan Bautista Councilmember Scott Freels is a proud fifth-generation town resident. As a firefighter for 30 years with Cal Fire and fire chief with San Juan Bautista’s volunteer fire department, he is well versed in the policies of civic infrastructure. “Our largest current obstacle is the wastewater treatment facility and its need of upgrading to be in compliance with the state of California,” he told BenitoLink. “We also need more law enforcement presence. Our most difficult obstacle is keeping our businesses in the city alive and running during these uncertain times. I feel there is a need for much better public information. The more the public knows about their community the less opportunity there is for rumors and misinformation.”

City officials claim that Hollister has been subsidizing the firefighting services it provides the county and San Juan for many years. With the contract set to expire in December, the City Council began renegotiating in 2024.Since then, there have been back-and-forth discussions about each jurisdiction's fair share of costs and budget capabilities. The three municipalities also partnered to conduct a countywide fire district feasibility study.
