Like most California cities, Los Altos has a council/manager form of government. The Los Altos City Council appoints the city manager, who is the chief administrative officer and is accountable to the council.

The city manager appoints each department head and is responsible for ensuring the city's services are performed well and in accordance with the council's policies.

The city manager and department heads are the chief advisers to the council on policy options. The city manager is responsible for submitting the city's operating budget and capital improvement plan and overseeing its administration after council adoption. The city manager keeps the council advised of the city's financial condition and its future needs.
