The Public Works Department consists of six divisions. The Engineering Division and the Traffic/Transportation Division both provide management of the city's public infrastructure, including public capital improvements. Staff members review private development to ensure responsible growth. The Engineering Division also manages the development of city properties and special projects.

The Development Engineering Division is responsible for engineering reviews of private development and inspection services for new subdivisions and public improvements, and the issuance of permits for street vendors and encroachment into the public right-of-way.

The Water, Solid Waste, and Energy Division encompasses a variety of vital services, including the city’s stormwater and sewer systems, trash and recycling, energy conservation, and urban greening.

The department also includes the Maintenance Services Yard Division, which provides services for all city infrastructure, vehicles, and equipment, and Salinas Municipal Airport, a general aviation facility with two runways.
