When he won election to the Milpitas City Council in 2022, Garry Barbadillo already had some experience to draw on. In 2014, he was elected to a four-year term on the council and served four years, before he lost the election in 2018, coming in behind Carmen Montano and Karina Dominguez.


Barbadillo moved to the United States from the Philippines in his late 20s. He had studied law back home, which helped him get a job with Santa Clara County as a courtroom clerk at the Hall of Justice. He eventually quit so he could study for the California Bar exam—which he passed in 2008.

Notable quote: “My priority is to make sure that our city is ready economically as it reopens after the 2-year hiatus because of covid. I’d revisit our financial policies and revenue sources, and make them sustainable. Public safety and city cleanliness are given priorities. I will make sure that peace and order is maintained by necessary fundings. Our seniors’ welfare is also on my shortlist.
