Under the council-manager form of government used by Scotts Valley, the council appoints a city manager to serve as the city's chief administrative officer and take responsibility for the overall administration of the city. The city manager provides administrative direction and leadership to all city departments. The City Manager's Office is responsible for a wide variety of activities including personnel and labor relations, and the redevelopment program.
