The five members of the Scotts Valley City Council are selected by voters in at-large elections to four-year staggered terms. Municipal elections are held the first Tuesday of November in each even-numbered year. The mayor and vice mayor are appointed annually by the council to represent the city in ceremonial and official affairs. The council establishes local laws, sets policy, allocates funds, and provides direction to city staff via the city manager. Councilmembers also appoint citizen representatives to various local and regional committees, commissions, and other boards.

Meetings: Held in the City Council Chambers at 1 Civic Center Drive on the first and third Wednesday of the month at 6 p.m.
