The power to legislate and set city policy in Carmel-by-the-Sea falls to the five-member City Council. The mayor, elected by all voters, serves a two-year term; the position comes with the added responsibility of presiding over council meetings, signing official documents, and officiating at events. Councilmembers serve four-year staggered terms, with municipal elections held in November of even years. Because of COVID-19, meetings are currently held virtually. Go to the Meetings page for agenda packets and information on how to watch the meetings on YouTube.

Meetings: Held the first Monday and Tuesday of each month at 4:30 p.m. in the Council Chamber of Carmel City Hall, located on the east side of Monte Verde Street between Ocean and Seventh avenues.

A longtime restaurateur and the owner of a Lincoln Street bar have taken steps to run for city council in November. Ken Spilfogel, who runs Flaherty’s, and Parker Logan, owner of Sade’s, took out nomination papers and must return them by Aug. 17.
