First appointed to the council to fill out the term of retiring Councilmember Paula Hazdovac, Carrie Theis has since been reelected twice. She is the owner of Hofsas House Hotel in Carmel, a family-run boutique inn in Carmel-by-the-Sea that was founded by her grandmother, Donna Hofsas. Theis was the only incumbent to triumph in the 2018 council races. She told the Carmel Pinecone, “I ran a positive campaign and tried to focus on my accomplishments. I don’t know if it’s the general culture of our country, now, in terms of focusing on negativity, but if you’re into public service, you’re supposed to be solving problems and bringing the community together. That’s really your job.”


Theis represents Carmel on these entities: Monterey Peninsula Regional Water Authority JPA (alternate), the Monterey Regional Taxi Authority (Alternate), and the Monterey Regional Waste Management District.
