The Grass Valley City Council consists of five members chosen by the voters in staggered at-large elections in November of even-numbered years. Each councilmember serves four years, with no limits on the number of terms. The mayor and vice mayor are appointed by the City Council every November. The public can view meetings live on the city website.

Meetings: The council meets on the second and fourth Tuesdays of the month at 7 p.m. Unless held virtually, meetings take place at 125 E Main St.
