The City Council consists of a mayor and four councilmembers, all elected at large. They establish and review ordinances, provide policy guidelines to the administration, and interact with residents to ensure community involvement. Members may serve a maximum of three consecutive elective terms. However, if a councilmember is elected mayor or the mayor is elected councilmember, that person may serve a combined total of four consecutive elective terms. After a two-year hiatus, former termed-out members may again seek election.
