Tasked with the mission of promoting economic development while preserving Capitola's cultural and historic character, the Community Development Department operates the city’s building and planning divisions and administers land-use policies and standards adopted by the City Council, including the general plan, local coastal program, and zoning code, as well as design guidelines, building codes, and affordable housing policies.
