Even in a tourist-oriented county, Capitola stands out as a popular destination—as it has been since 1869, when Mr. F. A. Hihn established California’s first seaside resort community in the present Village and Depot Hill areas of the city. Events such as the Begonia Festival and the Capitola Art & Wine Festival continue to draw visitors. Year-round, Capitola’s 10,000 residents enjoy the city’s restaurants, entertainment, scenic views, and shops—including the county’s only indoor mall.

City Council

The City Council is composed of five councilmembers, all of whom are elected at large by all Capitola voters. Twice-monthly council meetings are open to the public.

Village and Neighborhood Parking Permits There are four different types of residential parking permits - each with different rules, but each requires a parking permit that can be obtained from the Police Department. Parking permits are strictly enforced.
