The City Council is composed of five councilmembers, all of whom are directly elected by the voters in the city of Capitola to serve four-year terms. The council elects a mayor and mayor pro tempore (vice mayor) annually. The council establishes local laws, sets policy, rejects or approves programs, allocates funds, and provides direction to the city staff through the city manager. The council can also appoint members to various local and regional committees, commissions and other boards. Meetings: Meetings are held in the council chambers, 420 Capitola Ave, on the second and fourth Tuesdays of the month at 7 p.m.
