The chief administrative officer is appointed by and reports to the Board of Supervisors and is responsible for the administration of the affairs of the county as well as coordinating the work of all offices and departments and administering the county budget. The CAO is responsible for reviewing and appraising the performance of all appointed department heads, with the exception of the county counsel (a board appointee).
