According to his campaign website, Joe Harn was first elected El Dorado County auditor-controller in 1994. 


A graduate of El Dorado High School and California State University, Sacramento, with a bachelor’s degree in accounting, Harn has been a certified public accountant since 1982 and is the chairperson of the state Controller’s Advisory Committee on County Accounting Procedures. 


Harn is a self-described fiscal conservative, and takes a frugal, common-sense approach to county spending. He has successfully kept the county's financial assets balanced through several financial economic downturns and in some cases saw a surplus. In the last fiscal year, for example, the county ended with a $45 million cash balance and no debt. In January 2022, Harn was presented a Certificate of Recognition by Assemblyman Kevin Kiley, acknowledging Harn’s receipt of the Award for Financial Transaction Reporting from State Controller Betty Yee.


Harn has a long history of community involvement. He has been a member of the El Dorado Hills Rotary Club and the El Dorado Hills Chamber of Commerce, and has served on the boards of the Boys and Girls Club, the Cameron Park Community Service District, and Mother Lode Rehabilitation Enterprises, among other volunteer positions.
