The Community Development Department houses three divisions: Planning, Building, and Development Engineering. While all City departments are involved in at least some aspects of development, the Community Development Department receives and processes the actual applications needed to develop property and projects within the city, which include conditional use permits, subdivision mapping, design review, and building permits.

The department’s web page provides specific requirements for those who are interested in developing residential, commercial, or industrial land. Any development within the city limits must comply with the Lincoln General Plan and the Municipal Code, as well as state and federal regulations. No building, structure, sign or vehicle may be erected, moved, enlarged, or stored without complying with the Zoning Ordinance. The site also features an interactive development activity map that shows all current, approved, or under construction private development projects within the city’s jurisdiction.
